Yes, it makes sens as well. Since the torque converter is a viscous coupling, it needs a difference in input speed vs output speed to transfer torque. If the input vs output speed is small (say at idle, 500 rpm engine speed, and 0 trans speed) the torque transfer is small. When the difference is high (1500 rpm vs 0 trans speed) the torque converter is transfering a lot of torque.

What this means is that when you are in 3rd or 4th gear, the transmission side of the torque converter may not be spinning fast enough to transfer enough torque to the engine for good engine braking.
