if the bearing in the turbo is shot from dirt then it can cause you to get surge at a lower psi then you would normally. I have a brand new motor, pan to turbo, (thanks to a k&n air filter) and i get surge in my 80 econ setting if im pulling a good hill.

You have an ICP issue and a over boost issue. Your turbo wheel will not get "caked" with anything. It will have its edges worn down over time. Everything on the turbo wheels should be right angles, if there are any radius's then its been dusted.

Need to have someone around you run a buzz test, cont test, data log the ICP pressures and such.

Do you have gauges? Does not sound like you do.

i read my codes today. Yesterdai i used the truck pretty hard, the check engine light was on quite a bit.
The code that i read is P1211. my reader decodes P1211 as ICP not controllable.
