My bad, Jose is correct, it's normal oring out at the tip and the square one behind it. Just like the picture.

My main point was that one of them is cut and not to be alarmed. Order......who needs order. LOL

if i bring it to a shop should they have the correct tool for this or do they have to build a tool also?

That depends on if they have changed many IPR's before. I was at a Ford dealer in Louisville, Ky working on a truck for them and I had a mechanic there do it for me while I worked on one of their trucks. Took him about 10 minutes, but they billed me for 2 hours because that's what the shop time calls for. The shop time calls for removing the filter housing to do this. It's not necessary if you know what you're doing and are careful.

It can be loosened with a regular wrench. Tool is not necessary but sometimes more convenient. I had to take the hold down bolts for the fuel bowl out and push the bowl over to get enough clearance but wasn't bad at all.
