It was on the truck when I bought it. It is not functional as any sort of air intake for the engine, but there are vents in the rear that let heat out of the engine compartment. I suppose it could be made into a functional air intake with a few mods. the under side of it looks just like an OEM hood with insulation and all.
Your underside hood is insulated? Is that factory? I wish mine were insulated.I had an 81 Z28 with the functional cowl scoop.I use to gun the engine alot just to watch the doors open fully!

By insulated I mean the black felt like material attached to the underside of the hood. I dont know if its factory on all of these trucks or not. Heck even my 97 F-250 has insulation on the underside of the hood. I assumed that when the PO had the cowl hood installed that they simply removed the insulation and all the hardware from the factory hood and transferred it to this one.
I can take some pics if need be.
