An easy way to verify if the tank has to come off is to check fuel pressure at the filter housing.
Also crack loose the plug at the fuel rail dead head just below the AC pump and see if foam comes out.

I just wanted to let everyone knoe what the problem was to finish this post.

The wires for the IPC regulator rubbed through and grounded against the valve cover. Never heard of this happining but this is what he told me. Thanks all for the help..

Glad you found the problem.. yes, that has been a problem discussed here on forum with wires rubbing on top of the driver's side valve cover..
