My son has a '94 5.0 EFI that has a spark but does not start and I don't hear the fuel pump engage. Is there something I should check first, before dropping the gas tank, that may cause the fuled pump not to engage (such as a fuse or connections)? If the pump needs to be replaced, does the job require any special tools. Any tips on getting the job done?
I've done the fuel tank remove and replace, no special tools required. There are 8 bolts, It's a 15mm nut and a 14mm bolt head, an electric impact wrench makes short work of the job. Take the filler hose off, the evaporative hose just pulled out by hand. On the 1990 there weren't any special hose connections. The plastic U clamp can be removed with a flat head screwdriver.
I just replaced the sock on the fuel pump and that seems to have solved some issues I was having with engine performance.
There are a bunch of things that will cause a fuel pump not to run at all. When a pump dies, it RARELY dies suddenly like you describe so my guess is your pump is fine you just have an electrical problem.
Check the inertia switch under the dash and above the pedals. A hard bump can set it off.
Check the fusible link coming off the starter relay.
Check the fuel pump relay behind the airbox on the driver's side.

-Checked the inertia switch and the reset button is all the way down (can't push it any further). Can these actually go bad and have to be replaced? If so, how can I test it?

-Didn't see a fuseable link coming off the starter relay (I'm assume your talking about starter relay mounted on the front passenger-side fender).
