Why is the grass in my yard really tall at times, but the stuff in the picture is on Corps. property and they might not like me mowing it?

Why were we mowing down big trees in my lower yard a few years ago with a big tree saw on a skid loader. I had a visit from the Corps to see if we were on my property or Corp property. Once they saw we weren't cutting on Corp property there was no trouble. Evidently someone across the valley had seen us and made a call.
