Is that with or without the A/C running? Refrigerator(s)? Toaster? Electric oven? All the lights in the house on or off?
Totally meaningless calculation--it's just a snapshot. It would be like trying to determine your fuel usage based on the amount you use in one second of driving.
Also, most utitlities have a stepped rate schedule--so much per KWh for the first 500KWh, then so much for the next 1000KWh, and so on... Add to that a flat service fee based on your amperage service (60A, 100A, 200A, etc.).
