Problem! Throttle doesn't return to idle while driving

I have having few issues with my 94' Ford F250 IDI. I recently swapped out the injection pump ( the old one had some problems with metering valve etc, couldn't get started at all so I replaced it with a new one). I have not timed it dynamically yet. I also installed a new accelerator cable. It starts fine. but when I press the pedal while driving or even when it's not running the throttle does not return to idle. This is an intermittent problem. it seems like it's stuck half way? have anyone experienced similar problem? I mean the Throttle Position sensor seems to be within specs, the accelerator cable has new spring, i am just confused to what to look for next? If I floor it and release the pedal it seems to be fine (most of the time) but when I am holding it halfway or so it seems like it does not want to come back to idle position. Usually when you're on a stop light it's idles around 1500rpm. ( I have also checked that the cold idle solenoid is not an issue. this happens regardless whether the cold idle solenoid is activated or not.)
any help would be appreciated! (should I be looking into IP? on the driver side right behind the TPS there's a roller on the IP it almost seems like that does not want to move back and forth. It's a new IP it should have an issue? should I be greasing something?
There should be a spring that goes on the throttle arm and connects to a piece on the high idle solenoid bracket to return the throttle to idle, as well as the spring on the cable itself.

I definitely do not have the spring that goes on the throttle arm and the high idle solenoid bracket. How does it look and where can I get one? I don't think I had one on the older IP either. I have had this truck for over 4 years and I never noticed until now! thanks for pointing out.
Sam im not to sure where you can find one, I would check your local parts store first, then a junkyard or international/ford dealer. Maybe a member has a spare they can send you, I dont.
There are actually two springs wound together, you can kinda make them out in Dave's picture. But, you do not have to use factory springs for that - most parts stores carry return spring kits for carburetors, just look till you find something of a length that seems appropriate.
Thank you Dave, Mat, MLSC for your help! I have begun my search for "the" return spring. I called local autostore in town and all they had was universal carburetors return spring kits.

Sam, you can also check in the hardware stores - it's a tension spring that you need (as opposed to a compression spring, the kind you push on), and not really long one, I'd say about 2"-3" long before you stretch it to install it.
