IPR removal

I'm trying to remove my IPR to replace the o rings, but I'm stumped on how to get it out of there. I have 97 F350 PSD. I've heard that it can be done without removing the fuel filter assembly, but I'm not sure it can be done without removing it. I've never messed with the fuel filter housing other than to change the fuel filter. I was able to remove the 3/4 tin nut that holds the solenoid onto the IPR, but the solenoid is just lying in the valley. Can't find away to maneuver it up from there. I made the special tool using a 1 1/8 deep socket and JB welding an inch piece of flat iron onto the back of it, but how does one find the room to get it down in the valley and onto the IPR. I tried using a 1 1/8 box end wrench, but it does not seem to want to fit on the IPR. Does it have to be the 29mm? I read that 1 1/8 will work also.
