The HPOP only actuates (opens and closes) the injectors. Pressure is developed by the fuel pump.
He may be eluding that if the IPR that is regulating the pressure sent to the injectors is stuck, you will not get any (or enough) pressure to the injector to operate it. Back to the scan tool to see this in actual operation.
Like I said, I'm 15 miles North of Hillsboro if you have any plans on being up this way any time soon. I sometimes have to make a run down your general direction, but don't have any plans to head that way as of right now.
I work weekends and am off usually monday through thursday so is any day is better for you I'm flexible.

If the weather forecast doesn't change, I'll be cutting hay this weekend and will take monday off so I don't kill myself trying to get it all done in 2 days. If you're off Monday, that afternoon might be better so you don't end up getting home too late. I usually don't get home till around 5 or 6 on a regular work day. Don't want to get you home too late.

Monday's OK with me, but I won't be able to get there until 5-6 in the evening. I don't mind coming home late. I'm a sound engineer, so I usually work until 3-4 in the morning on the weekends anyway. I'm pretty used to the late night driving!
I just thought I'd report back on what was the culprit.
The truck died at a gig and would not start, no matter what. Ended up that I was in the country and got a good-buddy-hook-up-deal on a tow to a good diesel mechanic and he fixed it for (fairly) cheap considering it was at a dealership.
It ended up being a bad IPR sensor, and while he was at it he replaced the ICP as well. I had removed and cleaned the ICP, but it was giving weird readings so it got replaced too. All in all, I paid a little over 500 bucks for a tow, diagnostic, and replace two sensors.
The strange thing was the fact that it ran just fine, when it ran. It just absolutely would not start if it didn't want to.
