The EVP is the feedback sensor on top of the EGR. The computer told the vacuum solenoid to the egr to open and put vacuum on the egr. The computer then looks at the sensor on the egr for movement. If the egr didn't open up, then the computer gives error code 31.
First verify the egr is actually opening up. If not, then you may have a vacuum line problem. If it is opening up, then you may have a EVP sensor or wiring problem(the sensor on top of the egr valve).
