Im installing my pre pump filter but Im a bit hesitant about drilling the frame rail.
Whats the general consensus with this ?? I was going to drill the lower flange. Just did a google and one site says not to drill upper or lower flange
If you install it on the lip of the lower frame rail (which isn't agood thing to do) won't it hang down to low Brian? All of the filter housings that I have seen are at a right angle and mounted to the side of the frame rail.

I agree with Jim, drill it on the side. That's how mine is mounted.
There are so many extra holes in the frame rails that it seems you could find an existing hole or holes to use. It may take a little thought in fabricating your bolt-on bracket, but you run no risks that way.
Yeh, I found two holes on the top but they were to far apart for the mount I spent all Sunday making. And I wasn't keen on drilling the frame. So I got me a length of 2" x 2" angle thats long enough to pick up those holes and it will also give me extra room if I choose to add a booster pump. I will do the hutch mod on the weekend and put some pics up so you can see what I have done.
