No Tow Mode

My tow mode does not work. I press the button and nothing happens. I have heard that it is common for the wiring to need re saudering. I do not know how to get to those wires once I have the steering column casing off. Does any one have photos of how to get to the wires or any basic advice on how to accomplish this?

The button on the end of the shifter is not a tow mode thingy. It only locks out OverDrive. Does the light come on when you press the button?

While driving down a flat road at a decent speed (40 or above probably) and push the button, does the tranny up shift?

I have pressed the button in every situation. I'm pretty sure there is an electrical problem starting at the shifter arm but don't know how to get in there fully.
