Why do aftermarket when you can do OEM? Ford offers a retro kit that includes everything you need, including a new steering wheel. It's Part Number 5C3Z-9A818-AAA. The kit retails for $375.30 but is available from Ed for $315.25.
My 2005 F350 XL doesn't have cruise control and I'm planning to install this kit later this year. And yes, our trucks have "Drive By Wire" throttle control.
I found the kit while looking at a genuine Ford accessories website. Apparently, there are enough people who want (but don't have) cruise control that Ford configured the kit.

I think that the dealership would have to "activate" it (PCM). It should be a "plug & play" kit so hopefully it wouldn't take more than an hour to do the installation.
