Your truck has either Ford dealer installed (A/T only) or aftermarket Speed Control, it's not factory installed.

Factory installed Speed Control has the switches located in the horn pad.

How the heck did you know that unit was aftermarket from his post? Inquiring minds need to know.
Seeing as it's not an OEM set up, your best bet is to probably look for another complete unit......with the manuals. There were several different aftermarket cruise controls offered over the years and knowing which one you have is difficult at best. Most (?) were manufactured by Perfect Circle Corp. but sold under various brand names.
As to your unit. You should have the controls (on the T/S stalk) the control box (usually under the dash or hood) speed sensor, vacuum servo and the various vacuum lines and wires that tie it all together.

I located 11 at various dealers and obsolete suppliers, let me know if you want the names.
The catalog only shows for 2WD but I don't see why it couldn't be used on a highboy.
They'll have to get it from one of the dealers that has it, it's been obsolete for a while.
