Typically, the failure mode is that the wiper won't start moving when you turn on the wiper switch. If this happens, turn the wiper on and then go back and try "forcing" it to start moving. Mine does this every now and then and this technique usually gets it going again for a couple of months and then it "dies" again.
I had a '98 Expy EB and it had the same problem. Moving the wiper by hand didn't work. Fortunately, it doesn't rain much in Dallas--or not enough for me to have worried about it. I traded it in on an Excursion LTD in Nov. My Expy was a great truck, and never gave me a lick of trouble otherwise
The problem wasn't fuse related, and it did work from time to time intermittently. I was stumped, but do know that several others had this problem through conversation and from reading various websites.
I too have the rear wiper problem. I was noticing that there was a SERVICE BULLETIN from FORD to it's mechanics for this problem. Basically the problem is stated like this: VEHICLES MAY exhibit inoperative power windows, rear wiper in the morning or after left unattended for 45 or more minutes. The bulletin # is 00192. I hear that there are websites where you can lookup this service bulletin and take the same action as the Ford Mechanics.
Got the same problem on my 98 expedition.
Definately a motor problem.
I carefully checked everything else out. You know, it the rear window is unlatched, it won't wipe. Sometimes I could slam the window and it would start working. So I bypassed the switch on the window and sure enough, it's not that, but the motor.
Will go and look up that service bulletin.

My 98 EB has done this ever since I bought it. Happens every six months or so. I've found that if I shut off the ignition, go back and merely lift the wiper off it's rack, it will work when I restart.
(I've also had the problem with the windows not working occasionally. I'm going to try to find that service bulletin.)
