How many times did you try to start it with 30 second at a time crank.If you are only doing a ten second crank it will take forever to fill and pressurize the system.
i did about 30 to 45 seconds cranks...... but like i said i had it running for about a min. or two but it was cause i had the fuel rag over the throttlebody and it was starting with the fumes on the rag and as soon as i pulled the rag off it turned off..... wouldnt that prime the system

Yes it should have primed the system if it ran for over a minute.Is it an 03 build motor,did the harness and computers come with the motor.Was it a rebuild that came out of your own truck? I am just trying to get a picture of what you have going on.Sorry about the double post I am having trouble with my internet.
If you have shop air it is very easy to test the HPO system.It is best if you have a scan tool to command the IPR closed but it doesn't sound like you have one.You either cut the IPR wires and splice leads that reach the battery or find a donor harness and cut the IPR or VGT connector out and use it.The IPR will shut completely with 12 volts applyed but only for a short time as to not fry the IPR (30 seconds or so) at a time,you can also start to fill the system with air using a 9 volt battery until the oil stops bubling then use the 12 volt.Take out the ICP and rig up a air hose with the same thread.Thinking about the ICP try to start the truck with it unplugged,if it starts with it unplugged and the computer defaulted then it is very likely a HPO leak or a bad sensor,don't let it run long if it does start until you figure exactly what is wrong as the injectors won't be happy.You will hear the IPR click when the wires are applyed correctly to the 12v battery.
k i tried to start it with the icp sensor out and nothing happened so i figured it wasnt the icp so now that leaves me with the HPOP right???? i know its new but the truck has been sitting for about a year or so but it was all in a shop.... my dad did take the HPO tubes apart and clean them up could that be a problem... he has delt with diesel but this has got him stuck also

ok so i check the pressure on the icp fitting and it had no pressure at all... i know before we pulled the motor apart a year ago i had the dealership replace the HPOP... so i pulled the oil cooler to check if there was oil in the valley and it was full... i then pulled the IPR to see the end of it and there was no screen is it supposed to be like that??? I AM SO F-ING LOST........
Replace the ipr valve, if there is no screen then that will cause a no start, first use a mirror and light to see if the old screen is stuck in the pump cover. Use a pick to remove it. Then install new ipr and reck. Even dents in that screen can cause havoc on icp pressure.
