Sometimes the module itself rusts up. It's on the driverside inner fender, with a cable that runs to the throttle body. You can remove the cover, which is the electronics of the module, and check to see if the drive motor is seized. I had to use a pair of pliers to loosen it and put some oil on the bearings.
Thanks for posting this. I was about to head to the junkyard to grab a module to throw it at it to see if that fixed mine not working. It has been broken for about 8 years now. Opened my module and everything looked good but none of the gears would rotate. Even after loosening the cable. Grab the needle nose, and a little force+ a shot of wd40 and its all free again. Works 100%!!
Maybe I'm just having a brain fart, but if the horn still works and the cruise doesn't is it still the clock spring? Oh by the way the ABS light blinks like 3 or 4 times goes out and then repeats. This all started at the same time the cruise went out. Thanks
It could be the clockspring but if your ABS light is flashing there is probably a brake issue that needs corrected first. If anything is wrong with the brake system, crusie will not work.
In my experiece its usually a missing/incorrect input to the cruise module/servo (false brake pedal switch input - module thinks brake is depressed, missing vehicle speed input, bad power or ground) that caused the cruise to be inop. Make sure you check the wiring before throwing parts at it!
I'm trying to get the cruise working on my 1994. The clock spring was bad and I just put in a new one. Now my horn works and the air bag light is off but still no cruise. I have checked the module and everything is free, all the brake lights work and I've checked all the fuses.
Does anybody have a test procedure. It looks like someone posted some info in this old thread but the links are no longer working.
I know this is an old thread, but I have read all the messages & my problem seems a little different. I originally had a short that was blowing the brake light/shift reliese fuse & the Cruise control & the horn didn't work, plus the ABS light was blinking. I changed the clock spring & the cruise control pressure switch on the end of the mastercylinder. That fixed the shorting fuse. Now my brake lights work & the ABS light doesn't blink, but the cruise control & the horn still doesn't work. I also opened up thecruise control module & it was clean & free inside. What could be my problem now? Thanks for any help.
Don't I feel stupid! I raised the hood and the connector on the module was loose. I pushed it in tighter and now the horn works. I checked the gears again in the module and they seem free and able to turn alright. The cruise still doesn't work, but at least I feel i'm headed in the right direction.

94 F150 5.0 2wd.
Horn works, abs is working, no lights on.
After looking at this thread I guess the clock spring is hit or miss? All fuses under the dash and under the hood are good.
I guess I'll crack open the module and check the gears as described earlier in the thread. Does anyone have any other suggestions? Doesn't sound like the clock spring after reading, but I've been wrong before.
I have been messing with my Speed control on and off for a few months, and after I saw the picture of the servo, I took mine off and opened it up, and it is packed with rust! I tried for a few days soaking it and no luck. I found one on eBay for a 1997 Lincoln for $51, got it changed the bracket to mount to my cab, and it works just like new. Thanks!! Dale
If the cruise module is frozen, would the cruise dash light still turn on? My 90 F250's horn and brake lights work. Sensor on master cylinder is zip tied on so that could be the issue.
