The Explorer changed the rules on the trimlines unfortunately.
It would depend on which Custom Explorer you have.
Package A, B, C, or D.
You would really need a 1979 Explorer Brochure printed around the time your truck was manufactured, to tell you what options were avaliable, and the ones that were restricted on the Explorer you have. With it's limited edition status, things could change, and did change without prior notice.

Tailgate Nameplate: 1980 only.
Explorer Stripes, year specific: 1973-1985
Chrome Bed Rails 8' Bed: 1968-1980
Chrome Grille: 1978-1986
Special Seat Fabric: 1968-1986
Special Color Exterior/interior paints, and options: 1968-1986
Wheel Covers: Mag type on F-100/F-150: 1970-1979
Wheel Covers: Sports Type: F-100/F-150: 1980-1986
Bright Hub Caps on F-250/F-350 models.

I'm confused. I understand that Custom is the baseline truck, customizable anyway you could think of. That I know. Four of the five I've owned were customs. What's confusing me, is my '78 is a Ranger Lariat. So, what did Ford do; just take the Lariat package and add it to the Ranger package and call it a good day? Why wouldn't it just be a Lariat? Isn't that the higher trim level? Or are the two packages mutually exclusive? Could you get a Custom Lariat?? Or was the Lariat option only available on top of a Ranger package? By the way, how does the Explorer package fit into all of this?
The Lariat package was only available on top of the Ranger XLT package with minor changes to denote it was a Lariat, door panels, headliner and seat material are some that come to mind quick. You could not get a Custom Lariat.
The explorer package has nothing to do with any of this. It is basically the same as a Free Wheeler option.

Correct, except that the free wheeler package was avaliable all year. The Explorer was avaliable for aproximately 3 months each year, if that.
All the Explorer package does is change some of the rules on what was avaliable or standard with what trimline it was mated with.
