Transmission won't shift

Transmission won't shift
I have one of the old ford cruiseomatic transmissions. My problem is that when my transmission is cold it shifts into second gear just fine but won't shift into third until it is warmed up good. I can let the engine warm up for 15-20 minutes and it still doesn't make a difference. Does anyone know what would cause it to do this? After it shifts into third the first time it shifts just fine after that.
