The box with the harness could be for the wiper delay system. The red end plugs into the switch, the black end to the harness going through the firewall. Mine had been flopping loose and had some bad solder connections on the circuit board inside the box that I redid last year soon after I purchased my truck (88 f250). I'm pretty sure it looked like the box and harness thingy.
I don't know about the other two, but voltage converter does look something like the one on the right, but I'm too lazy to go look for certain.

First what is a voltage converter besides the obvious, second if the box and harness thingy is for the wiper delay could that finally make that work if i change it out? (the delay hasn't worked since we got the truck) third and finally the black box to the left it has two ports in the front that have computer chip looking things in them (almost looks like a ram stick from a desktop computer)

What is PATS, how does it work, and why is this important to me? PATS is Ford Motor Company's passive anti theft system. In 1996 it started showing up on select models of Ford and Lincoln Mercury vehicles. The keys for these vehicles have a tiny radio frequency transponder embedded in the plastic Head.

I don't know the specifics, but voltage converters take the charging system voltage (like 14volts?) and makes it a steady 12 volts for the computer, gauges, etc.. that want a nice clean 12 volt signal. At least thats my guess. Look next to the passenger side battery on the fender.
Possibly, unless that one is broken and why it was removed. I think it was on this forum, I happened on a thread where someone had a "dead" unit, but it was just some bad solder connections that broke with the vibrations. I took mine out, opened it up and saw some bad solder joints that had cracked. Resoldered them, and it works great now! So try it out and see, the connections on both ends means that the unit can be pulled out, but the wipers still would work on the regular low and high settings. So its possible you're holding the original one that was taken out and doesn't work, or a replacement one, you might as well try it and see what happens.

well I looked at the truck today and saw a red connector to the back of the wiper control that looks just like the one in the picture, so later today after I get off work im gonna see if i can get the dash apart and change it out.
I found the chime box for the truck (it was unplugged) but its alot smaller then the blck box in the picture.
the location of the "voltage converter" is under the dash in the center part of the truck. I could just barely see the bottom of it sticking out.
