C-6 Downshift problem

C-6 Downshift problem
Howdy all! Well its been a few years but I'm back. Its been far too long.
I and a buddy are working on a 78 ford pickup with a C6 tranny with a bit of a downshift issue... It does not downshift. I'll fire up the truck and drive it down the road. It will shift up just fine 2nd 3rd.. It will shift down to 2nd but not first. Have to do it manually. LOL, so my buddy says.
I'm thinking modulator and have read that it can have a problem like that.
I'm going to go look at it tomorrow and see what I can find.
You folks have any ideas or things I can check for?
