Pan Rod Bar Question?

I can't get the axle to line up on a mini pack install and want to disconnect the pan rod bar. My question is should I disconnect the upper or lower bolt?

The upper bolt is easier to get to so take off the upper bolt.
I just had this problem with a mini pack and had to buy an adjustable track bar to get the axle recentered.
