I have an 1986 6.9L F-350 and use it for commercial use in CA. Last week we got stopped at the truck scakes by Camp Pendelton and got fined $300 for not having emission label.
Took it to dealer and they told me that engine was remanufactured and that serial number on block has been filed down and that I can't get a label from Ford.
It's not the EPA, it's CARB that has issued the label regulation.
How did the dealer know the engine was re-manufactured? Do you know who it was that did the work on the engine? According to the regulation, the company that did the reman was responsible for the correct label on the engine.
The way I see it:
1.. you remove it from commercial use
2.. contact the OEM engine manufacturer who can give you help.... NOT FORD
3.. contact the remanufacturer if known
3.. call the person listed on the bottom of act info for help....... Gretchin

Your truck is a commercial vehicle, but not a "heavy-duty" one, at less than 14,000 lbs GVWR you're not even a medium-duty truck - call Ms. Gretchen Ratliff at 626-350-6561 and explain your situation and try to argue this point across to her.
As for the remanufactured engine having its serial number filed off, see what MistakenID said, the rebuilder screwed up big time on that one and you can go after their asses. Also contact International about engine block serial number locations, for all you know the Ford dealer techs could be idiots who only know to do what the code-scanner tells them, they may have missed the serial's location entirely.
