That's a tough one, if it were me I believe I'd get a utility trailer and keep adding weight and driving until I found out where it became uncomfortable.
Another idea might be... how much tongue weight can you support? 800lbs? Then reverse calculate your boat weight. For 800 lbs tongue you'd need about an 8000 lb trailer to keep it at 10%.
Also, how much does the truck weigh? If it weighs 7000lbs that's about where I'd want to stop adding weight to my trailer.
Oh, I just thought of something else, just go to your boat dealer, pick out a 23000 lb boat and ask if you can tow it with your truck. Of course the answer will be yes so you should be good to go ;-)
