what package would that be?
at first i thought it was the heavy duty package, but i've seen about 7 or 8 other
heavy duties and none of them had the upper spring that only does anything when you have a heavy load on.
Btw, what is the technical name for that top spring?
Its the overload spring. I usually see the upper overload spring without the straight bottom spring but occasionally see the bottom overload without the top overload spring but can't think of one time that had both overload springs unless it was special ordered that way. I can't tell real well from the pic's but is this truck lifted? It looks like stacked blocks and that's not a good ideal.

i've seen the bottom one on several trucks, but have only seen the top one on mine.
I posted two new pics that show the springs and rear axle a little better.
As far as i know it's not lifted.
My 94 has pretty much the same setup as yours the only difference is I have lift blocks and my lower spring is not as straight as yours. My 97 doesn't have any overloads on it. I guess Ford figured that a SB CC 4x4 wouldn't get loaded so heavy, yea right. Check out my gallery pics.
