I have researched for a while today in regards to deleting my EGR valve on my '04 PSD.
Will unplugging the EGR valve prevent exhaust from circuilating to the EGRcooler ? (sorry for the stupid questions, not to savvy on my motor yet)

Once I perform the EGR cooler delete system, is it necessary to only unplug the EGR (before startup)and leave it in place to plug the hole or is it a better idea to completely remove it and plug the hole?
true, but it will keep at least most of it from flowing to the intake. It will likely cause soot/heat buildup in the cooler which is no big deal until it leaks from excessive heat. since yours is an '04 and not an '05+ the up pipe is not restricted, so flow is not a big problem. it's a temporary fix to stop egr. the heat could also boil the coolant, but I'm not sure how big of an issue it is compared to leaving the system alone. If you're not too worried about ruining the cooler or egr valve, just unplug it. worst case is you pull a check engine light other than as noted above.
The EGR valve is designed to equalize the forces from the exhaust pressure that act on the EGR valve. The exhaust flows into the valve from beneath the sealing plates and above the sealing plates (top and bottom of the EGR valve mechanical components). This is done so that the EGR valve does not have to fight against the exhaust pressure when opening.
That being said, these forces are never completely equal - This is mainly true in non-steady state conditions. Simply said, the EGR valve can open up when it is unplugged. It would take some weakness in the EGR valve actuator. Also, it will stay open if it is unplugged while it is in the open position.
Excellent. So my best bet is to perform the EGR cooler delete. I am kinda slow this morning. Once the delete is done, do I simply unplug the EGR (motor off) and leave it in place or do I physically remove it and plug the hole?

might have to leave it plugged in so the truck still thinks it's doing it's groovy smoke inhalation thing? I'm trying to figure that out myself. None the less I think i'd at least take it out & clean it even if you are blocking exhaust gas flow further upstream from the valve. Just to ensure full easy travel of the valve if you leave it plugged in so the truck still thinks it's doing what the government wants it to do.
but hey, I'm just a student in all this. trying to figure it all out myself.
Cool. I talked to a company that makes the delete kit and they recommend just taking it out.......but they also recommend owning an SCT tuner to rid the truck of the CEL.....what do you other gurus think?
Coincidentally, how do you clean the EGR soot from the valve, bunch of brake-kleen or what do you guys use?
Soak it carb cleaner - not brake cleaner. The cleaner wicks up the shaft and brake cleaner can damage the shaft seal. Do NOT get any cleaning fluid in the actuator drain holes. Replace both o-rings.
