My waste gate actuator stays open not allowing my turbo to spin. If i disconnect the rod while the truck is running it will retract slowly on its own. The waste gate it self moves freely.
The valve you are talking about is the Exhaust Backpressure valve. Our turbo's don't use a wastegate. But none the less there is an easy fix to your issue. The actuator can be unplugged electrically. On the intake side of the turbo just under the air filter hose there is a 2 wire connector that is bolted to the turbo. Unplug that connector and the EBPV will cease to function.
The exhaust backpressure valve does not control the turbo speed - all it does is load the engine a bit when it is cold to make it work harder so it will warm up faster. It is nothing like a wastegate. No risk in disconnecting, wiring open or as some have done removing it altogether.
it is only suppose to close with the engine is cold. it helps warm the engine up. the boost is restricted by the injectors not a wastegate. the turbo should still spin.
Dont know. I am new to the 7.3 I bought the truck for a really good price and its in great shape with a few minor mechinacal problems. I bought a book on the motor but some of the things in it are a little confusing. When the ebv is closed it makes no power so i thought i diverts the exhaust gas so the turbine dosent spin. I have it disconnected an held open right know but i was just worried about over boosting the engine and blowing a head gasket.
she wont overboost, not untill you get a custom chip and custom injectors. besides, overboost is such a generic term.....lol. you are safe in the upper 30's before head gaskets flounder but the stock turbo only lives to 25-30 consistantly. your bone stock truck is lucky to see 18-19 at its peak.
i hade the same problem well kinda. i un-pluged the connector and the truck runs good even on cold days it warms right up..stick around there is alot of guys that are awsome with these trucks and always have alot of good info..
That was the first mod I made, unplugging the valve. It made me mad. I had read about it on here but didn't experience the performance (lack of) of it being closed until I pulled out, I thought in plenty of time, in front of someone. When the truck didn't go I determined to pull the plug. No more of that issue!

If the EBPV is working correctly it should open when you push on the throttle. You had issues other than a properly functioning EBPV but the solution would have been the same - disable or remove it. Over the years I have heard from and read about folks in temps below zero disabling the EBPV without issues with the possible exception of slightly (and I mean slightly) longer warmup times sometimes reported, not enough to be a problem.
