Well the plywood size nomenclature is a truth in advertising as well as to give accurate strength engineering calculations. Most of the plywood today is made on Japanese floating factory ships. They buy the logs in Oregon/Canada/Alaska put out to sea and by the time they reach La or San Diego or the Pacific rim ports it's offloaded as plywood. No one checks up on what happens to the waste/polutants at sea, so it's a lot cheaper to produce. The odd measurements is because the Japanese equipment produces metric sizes, and those are the closest in. measurement to the actual metric size. The spacing recommended for the sheets is to make up for the fact the sheet is actually slightly smaller than 4'x8', not to allow for expansion.
