And this "dealer" is a Ford dealer??? I don't think I would want to go to them for service.
For my '91, with the sender at the empty stop, your ohmmeter should read 15 ohms (gage below "E"); and when at the full stop, 160 ohms (gage above "F").

here is what the shop mnual says the answer to both questions should be yes.
Set the tester to 22 ohms.
l Key ON.
l Wait one minute.
l Read the fuel gauge.
l Does the fuel gauge read E (empty)?
Set the tester to 145 ohms.
l Key ON.
l Wait one minute.
l Read the fuel gauge.
l Does the fuel gauge read F (full)?
Set the tester to 22 ohms.
l Key ON.
l Wait one minute.
l Read the fuel gauge.
l Does the fuel gauge read E (empty)?
Set the tester to 145 ohms.
