Was it the Air Ride or Air Conditioning compressor which was bad? A fully charged battery should have started the truck right up. If the AC was seized the belt would squeal, if the AR was bad, the battery might run down over night. In any case the battery tested "good"
hey I had the same prob and alloro helped me without knowing it. My column shifter was loose and sometimes if the shifter wasnt in park all the way it would click and if in what looked like neutral it would not do anything. I tightened 2 torx screws on the shift linkage under the dash and it went away. My shifter tightened up and it starts everytime now. This site is great. If you try it and dont have a bigenough torx I used a metric allen key I cant remember the size but it fits perfectly. Hope this helps.
I have a 2003 Expy Eddie Bauer with keyless entry. Sometimes if I use my key to get in, it won't start either. If I have my key fob I just press the unlock and then it starts. Or I can get out and enter my keyless code and it will start too. It happens with whatever key I have at the time.

I dont know how to word this correctly, but I will try.
If the problem was the chipped key, the car's engine would be cranking(Making the noise it makes when starting up), but would never fully turn over, it would just keep cranking. If you have a problem again, if this doesn't happen you can rule it out.
Odd...I wonder if something is wrong with your anti-theft system. The reason the starter is disabled is to prevent someone from crank the battery dead.
