That's more than likely the EBPV doing its job. Once the truck is warm, it quits doing it, right? Completely normal operation in the winter...
You will not see much boost on the gauge without a load on the engine. Start climbing a hill and you can watch the boost rise.

It's his EBPV as far as I can tell. Mine did the exact same thing.
One way to find out for sure is go underneath your hood directly in front of the HPOP. There's a little plug behind one of the serpentine belt idlers. Unplug it and it the problem stops then BINGO. You've got an EBPV problem.

1999 Power Stroke Power Loss Problem *SOLVED*
My 99 F350 7.3L was losoing power, rpm's and I could hear air pressure releasing from the driver side of the engine. I posted a thread yesterday. A few of you guys told me most likely the EBPV was bad. Last night I pulled the sensor and noticed the EVP tube has never been removed/cleaned in more than 144,000 miles and 10 years. It was about 90% clogged and had a pebble size whole in one of the bends. I went to the dealer, got a new tube (they had in stock) for $50. and replaced it. The sensor wasnt bad so I didnt change it. Afterall, its easy to get to if I had to go back and do it. Problem Solved. The truck runs great and even starts easier in the morning. Im not familar with diesels and never would have gotten this done on my own. Thanks for everyones help!

mine does this exact same thing but even after its up to opperating temp. i have replaced the pipe and cleaned the manifold port and the sensor and the small tube between the sensor and the pipe. any other ideas??

Did you verify that the valve is actually open and not stuck closed by looking at the linkage? It is not unheard of for the valve to get stuck in the closed position, or you could have a problem with the EBPV solenoid or wiring.

A lot of trucks don't even use the EBPV any more. If you don't mind waiting a little bit I'll ship you my EPBV tube. Mine was rotted into 2 pieces from rust so I got a new one this spring. Since then I've deleted my EBPV so I've got no use for it. It's 40 or 50 dollars for a new one from Ford.

I had this issue way back when our truck was mostly stock. My bet is its the exaust back pressure sensor or the tube is plugged. You can unplug the exaust back pressure valve at the turbo ped. to test. Its a two wire plug on the front of the turbo ped. down at the base..
