Jim:

Please describe further what constitutes obstructed?

I have a chrome frame around my back plate with Ford ovals on it.

Iirc, my wife's has one of those dealership frames around it.

Those are both "obstructions" under the law.
ANYTHING that obscures ANY part of your plate. (even my PAC shield)
Though I don't know of any LEO that would pull you over for just that, it is a reason if they want to check you out..

Black doesn't show up well esp. on tinted windows.

Or is that just a step?

Its a step-bumper, though with the 4" lift its quite the step-off

The trailer hitch was scratch built purposely to tuck into the bumper so I would maintain as much departure angle as possible.

Like several other things, its a half finished project, the 7-pin connector wire harness doesn't mate to the chassis, so I have to just do it one of these nicer day.

Do you intend to have it hot dipped up at Azco?

Flame sprayed would be nice.

The tubes are all cross-welded to each other and to the frame.

The two bolts are there only because of some legal requirement.
