300 cam timing

Ok so i have a set of the fine tooth steel timing gears. I've read one tooth is 4 deg? so to get straight up timing are you advancing the crank 1 tooth or the cam 1 tooth. Thanks. I tried moving the cam i tooth counterclockwise seamed to make less torque/power.

stupid question i guess. I thought for sure someone would know this.
