Oh, the truth in that!!
I've been building nearly 30 years, I've seen what water can do...
I think since there's a ditch on either side of his property what he probably needs is:
1) Cut the driveway so it pitches OUT away from his garage.
2) French or curtain drain across the back of his house. Maybe 60' of perf pipe, drain board, trap rock and silt fabric.
Lead to daylight at ditches on either side of property.
(I think too much to reach his footing, but anything to relive some of the hydrostatic pressure on the uphill side)
3) Cut maybe 18-24"s out 30-40' from the house to create a perpendicular swale and use that topsoil to regrade *away* from the house.
4) Power rake and seed.
It's not a small job and with the pasture and springs up behind his house, meltwater has been an issue ever since he moved in.

who is a police officer's house? I'm just a little curious.
Sounds like we'd be bringing in the Dozer, a mini, and a skid for that job. Dozer will make the cuts and regrade the driveway nicely. The mini for installing the pipe. Then the skid for raking out the yard to prep for seed.

No, I'm just sick of the panicked phonecalls in the middle of the night and driving up there in waders with pumps and a wet-vac.
I'm no drainage expert but due to my 'interest' in this I'd rather go with a belt AND suspenders approach.

My only concern is the well and the main which crosses this area, but by my measurement it is about 30"s down.
I have not gone out there with a transit and shot any grades.

Your brother's situation sounds like just about every job we've ever done.
H/O and relatives up to their knees in water inside the basement. The well line goes through the area to be drained at an unknown depth. The H/O wants it done cheap and right at the same time. Unfortunately it's either done right or it's done again until it's done right. And doing it right can get pricier than you'd like in today's economy. Unfortunately when you did it once and it wasn't done right you will want to use some of the old system so you don't feel like you threw your money away. Then you'll be tying a system done right into a system done improperly and it won't be as effective as an entire system done right and it will have cost you a lot more.
Anyways.
The well line shouldn't be an issue. We dig around utilities all the time.
