My 1999 f 350 super duty with 7.3 liter turbo diesel has only idle speed when the truck is outside for extended periods of time at temperatures around 6 degrees Farenheit or -15 degrees Celcius. I also noticed that the gauges are all stuck to the bottom when this problem occures.
If I pull out fuse # 19 under the dash which controls the Auxiliary Powertrain Control Module (diesel only), Instrument cluster, GEM Module, Overdrive cancel switch, Idle validation switch (diesel only), Overhead console, Diesel PCM via clutch, I get the same symptoms.
So I'm assuming that it would be one of the following that is causing the problem. Auxiliary powertrain control module, GEM module, Idle validation switch or diesel PCM.
Has any one had this problem or know which one of those modules is causing my problem?
Welcome to FTE. The first thing I would look at is the TPS (throttle position sensor). There is no linkage between the pedal the the fueling system. It's all done electronically, so a faulty sensor may not recognize the pedal is being pushed.

Why would my gauges not work at the same time as the throtle, and where is the TPS located?
There is no TPS perse. It's an APPs, accelerator pedal position sensor. It's on the pedal assembly itself. Do the symptoms go away as the truck warms up? Sounds like there is a problem in the circuit going open when it's cold. (duh right). But if as the interior warms it does go away, then you can trace it from there. I would guess the fuse holder is getting loose or something since the problem extends to all of the components. Can you verify if the other items listed on that circuit don't work? I've heard possibilities of a short in the shifter for the O/D button causing problems but I don't know if that could take down the rest of the circuit.

So far it's only happened twice when it was really cold and the truck was outdoors. The problem goes away as the interior warms up. The only thing that I know is that the gauges don't work. I'm not shure what the other things on the circuit do like the APCM, and the GEM, so I can't tell you if they are affected.
