I have a K&N Air Filter on my 390 in my '66 F100.
It measures 3-1/8" High / 14" Diameter actual size.
(i believe this was considered the 4" though)
I actually tried the one from my '67 Chevelle and it worked perfect, so I knew what size would work. I got mine from Checker Auto. They were they only ones in my area to have that one. (sorry I don't have a part #)

How much is your time worth at this point. You can buy an aftermarket chrome cleaner for $30-40. Don't know how much you make an hour, but if you've gone to that many places you have wasted a lot of time. If you are going for the 100% original thing I can understand. If not then do the math.
Based on what Number Dummy said about all big blocks using an FA50 air cleaner I went out and looked at my two big block air cleaners. The original on my 67 410 and then in my spare 67 390 cleaner. They were both the same a Fram CA133 which is about 9 7/8" OD, 7 1/2 ID and just over 2 1/4 tall. A 13" OD air filter wouldn't even fit the provided platform in the cleaner assembly for that size filter. It would fall right off.

OP's air cleaner element approximate dimensions: 13.00" O.D. / 11.50" I.D.
FA50: 13.30" O.D. / 11.32" I.D. This is only element that comes close to matching the criteria.
This element fits 1968/72 F100/350's w/302/360/390's // 1968/72 cars w/302/390/428/429/460's.
It does not fit 1967 anything, and I never said it did. See posts #5 & #10.
