I think you got a bum relay... I would contact whoever you bought it from and tell them what's going on to see if they'll send you another one. I know people have put the Stancor in early bird models before, something is up with yours.
One of those little bitty posts (the one on the right I think) is the PCM ground wire. It will show voltage until the PCM sends the ground signal, which is what activates the GPR.
Wiggle that little wire around and make sure you have a good connection. Then place the red lead of your meter on the battery in post on the GPR, and the black lead on the little post. (assuming the outside temp and engine temp are cold) and see if you get a 12v reading when the key is first turned on that way. If the ground signal is not coming from the PCM, it may not have anything to do with the Stancor.
You can also remove the ground wire and just put in a push button switch that provides ground so you can just activate the glow plugs from inside the cab and ignore the WTS light.
Anyone know if the GPR needs a clean mount for grounding like some other relays?
Edit: Where did you get the Stancor relay? I need one for my wife's truck, so if you know where the best price is, let me know.
Thanks for all the input. I bought a new gpr (NiehoffRL513010 and put er in. I still get no voltage to GP's, same reading as before. I ohmed both sides of GP harness and ok. I will do tests u recommened Chris in the am. when it's cold. Right now it's 65. I got the stanco from allied for around 44.00. If it turns out to be good, u can have for a steal Chris. I just need to figure this out..thank-you so much for all of the input!!
You should be able to test the GPR by removing the ground signal wire, turning the key on, then putting a jumper wire to ground on the relay. Check the voltage output then and see if the relay is working.
You could even do this with all jumper wires if you wanted to test a relay that's not in the truck.

Yes, but you'll want to jump the wire from battery - or any engine ground to the small post. Here's a pic from an early 99 (courtesy of Robin). Take the wire off of #3 and put a ground there (with the key on) and see if you can get output on the other big post of the GPR.
Chris, I tested that small ground wire hooked to the battery ground, and guess what? It worked! Great thinkin! Now I was wondering how to fix the ground issue? Thank-you!
I can't play with mine right now, but what happens if you disconnect the little ground wire and measure voltage from battery positive to the little wire, then turn the key on?
We need to see if we can find the wiring diagram that will allow you to check for continuity at both ends of the wire instead of having you tear into the wiring harness and all that trouble. I can look tonight and see if I can find a diagram. Hopefully someone else has one handy.
Try checking for continuity from Pin 8 on the PCM connector to the ground wire on the GPR. The connector is under the hood on the back side of the PCM. Do you know where your computer is, and where the wiring connector that goes to it is? PM sent.
