A friend of mine just called asking about a problem with his 2000 7.3L. He was driving, then heard a clunk and said he lost his power steering, and brakes. He said the radiator fan pulley still has the belt attached, but the fan is cocked a bit towards the drivers side...and the water pump is leaking antifreeze. Would this be the water pump? I was entirely unsure after searching.
Tell your freind to grab hold of the fan and wiggle it. If the shaft in the water pump moves the bearings are shot. From what you say it sounds likr thats most likely the prob. There not to bad to change.
If you have a CarQuest near you they sell the Airtex (new) waterpump that everyone recommends with a lifetime warranty. Make sure you get the lower hose for that pump as the lower attchment is different than most stock pumps. The lower hose is about $12. Good luck!

While he's doing that, have him (if he doesn't already) get a new upper radiator hose. The one use for the dual alternator setup goes behind & around the serpentine belt. The original style hose passes through the serp. belt. What that means, is with the original/old style hose, to change out the serpentine belt, you must disconnect the upper hose! No good! With the new style/dual alternator hose, you can remove the serpentine belt without needing to remove the hose. Napa carries them if CarQuest doesn't, but I'd highly recommend it.
might as well replace the thermostat and gasket while you're in there. Also make note of where the bolts holding the pump on go. They are different lengths. Youll want the special fan clutch tool from your auto parts store as well...
