That's probably just the dust seal for the knuckle. About 95% of the SuperDuties fall out shortly after they are installed. My dust seal has been floppin' around for the last 50K.
Your profile just says it's a 2002, F250. I have an '02, F250, 4x4 also.
If your truck is a 4x4, then you are likely looking at the dust seal just inboard of the u-joint ***'y on the front axle.
My seal have been dangling for a bit... Finally going to fix some things tomarrow though! I have to do Driver side ball joints, hub/bearing, and inner and outer axel seals!!! to the toon of $400 just for the driver side!!! then next month hopefully ill have enough $ to do the passenger side!
I think those fail because, when in 4wd, they rub directly against the end of the axle tube. I plan on greasing that point on mine, since I replaced them when I did my ball joints.

That and just like anything if you dont use it ALOT then its going to get stiff and want to sieze up... So when you go throw it in 4wd its kinda like shaking it awake. Also When i need 4wd its usually because i really need it so that throttle is getting used alot!
