1999 Taurus A/C Problem

1999 Taurus A/C Problem
Gentlemen (& ladies?):
I just purchased a 1999 Taurus SE with 73k miles. The only problem I can find with it is that the A/C doesn't kick on. It has the auto climate control and doesn't have a switch for air, just for max A/C. The compressor doesn't energize. I have jumped the low pressure switch and nothing happened. I am also told that the cooling fans must come on, but they don't. Also, that it must be above 40 degrees before the climate control will allow the air to come on, but it was 60 today and nothing happened. A preliminary test of all of the fuses shows that they are all working. (oh ya, the cruise doesn't work either, the light doesn't come on on the dash and it doesn't activate)
