The spring that connects the primary shoe to the secondary shoe is supposed to pull the shoes back together and away from the drum. Perhaps it is too weak or improperly installed.
Most auto parts store sell the spring kits for the brakes (kit includes pair) ,minus e-brake asscessories for around $6.00. Check with you local parts stores.
Emergency brake cable sticking? or need adjustment? Backing plate lubricated where shoes make contact? Check again with emerg. brake linkage disconnected to see if shoes go back to where they belong.
Since you replaced everything logical, I would say to make sure you put it all back correctly. Also while adjusting the brakes I assume you didn't tighten up the adjuster all the way. I don't know your skill level, but when putting it all back together did you use the adjuster to get the pads close to the drum before pumping the brakes? If you made the caliper do all the adjusting it might have caused a problem. E-cable shouldn't be an issue unless it is rusty and you pulled it and it won't release.
All the above posts are good advice, if after all that is checked it still will not retract see if they will retract when you open the bleeder, if the line is restricted opening the bleeder will releive the fluid pressure and they should retract.
You may have the star adjusters on opposite wheels...if you have self adjusters on it that would definately do it...if so, back the star adjuster off and swap them out...I am almost positive that will fix it...its been ages since I had the same thing happened to me...it would be either that or turn the adjuster around...
