It is a manik. There are several other manufactures making similar pre-runner bars like that, but manik is going to be the top of the line. It looks like manik isn't making them any more though. Look at smitty built, N-fab and probably Polar bear.

 

This is one sweet looking bar I would put one of them on my truck
