it sounds like yours is operating normal. in cold temps the valve will stay closed as long as you are below (roughly) 1/4 throttle. it is only sticking if it doesnt open when you push the pedal down a little farther than that. if this is the case then the easiest thing to do is just unplug the dam thing. here is a picture of the connector, i tapped the circuit and use the valve as an exhaust brake.
Recent cold snap has caused this to come up temps below 20F.
It's purpose is to help warm the motor on cold mornings, you could always gut it. I don't have to worry about that being in florida, but I know a lot of people who have. So maybe ask one of them what is involved.
gutting it is not hard, the issue comes with having the pedastool rod dangling there not attached to anything. it WILL leak in time. you can see a 100 degree drop in egt's from the removal of the butterfly in the pipe.
he does change the oil but i dont know how often. he hauls cars with it all the time so i suspect he changes it evry 5000. but he could do it every 10 since he drives so much. the truck revs very slow and there is no smoke. yes he still has the cat on the truck along with the muffler
if he hauls alot then the oil change intervals need to be upped, the more work it does the less you can go between changes(typicly) my guess for now is either a clogged cat (since its a heavy frequent hauler) or sludged injectors(depending on abuse and maintinance)
if i take off a saturday thats 400 bucks out of the pocket....lol i make 36 bucks an hour on ot. it is very tempting to go play in the mud...... you have me pondering.....hmmmmmm
