emergency fuel switch off valve????

I have a 1997 F150 and am trying to locate the emergency fuel switch and can not find it. I have the manual and it shows a picture of where it should be but I still cant find it... Can anyone help? My truck acts like it ran out of gas. Think its the fuel filter- changed that, not that. before I go for the fuel pump i want to check some of the easier cheaper methods... Thanks for your input

The inertia switch should be just forward of the passenger door behind the right hand kick panel.
