get Mozilla Firefox. It's way better than Explorer. Once you get it set up the way you like it, you will never look back.

I might just do that. I am so used to IE that I cant switch. I just downloaded google's new one and it seemed pretty cool.

What ever you end up getting..>XP or Vista....UPDATE.
Get all the latest patches and service packs from MS.
I myself could not stand Vista on first release. I found all sorts of problems with it when trying it out in beta as well as final pre-release. I thought it just flat out sucked. Well of course, there are always patches...now with the major issues gone, it is a pretty good OS. But as others have mentioned, Firefox does work better.
Otherwise...do it!

Firefox here also. Been for years. IE sucks. Firefox looks and almost feels like internet explorer. Most of my PC problems went away once i started using firefox believe it or not. All my machines are on it.
