[updated:LAST EDITED ON 11-Jul-02 AT 04:30 AM (EST)]Thats most likely caused by rim width. The one on top is probably a 12" wide rim while the one on bottom is a 10" wide rim. Those 2" make A LOT of difference in how the truck sits on the tire b.c. of how wide it has to be to bead on the rim.
I think the 1st tire is the Swamper TSL and the 2nd tire is the Swamper SSR. I have had both and have 16.5x12 rims. Got 29k miles out of the SSR (35x15.50x16.50). They did not bulge. Now I have the TSL radial (38x15.50x16.50) on the same rim. They don't bulge either. Maybe the tire in the pic is 12.50 wide on a 12" rim?
[updated:LAST EDITED ON 11-Jul-02 AT 12:07 PM (EST)]yeah that has to be caused by the rim, i have 11.5's on a 10 inch rim and mine are round like that but with a 8 inch rim they are not round at all. when you have a wide rim it pulls the sidewall out causing the tire to round like that.
Even though my TSLs are 15.50 wide, the actual tread pattern
is narrower than it was on the SSRs that were 14.50 wide. I think that make the TSL "balloon" a little.
but when the sidewall pulls out like that it has to do with the rim. tread width really doesnt matter, i only have 9.5 tread on mine. if you look carefully at the first picture the sidewall is pulled out, and on the second picture the sidewall is pulled in. which causes the tread to balloon out. on a 7.5 inch rim thats what my tire did, it would balloon out, the top of the tire would be sticking out farther than the sidewall. but when i moved up to a 10 inch rim the sidewall was pulled out past the tread. giving it a much wider appearance.

The bottom tire is the Swamper TSL Radial(15.5") wide, not the SSR.
The reason the top one sticks out farther is due to the rim size (as others have mentioned). The top tire is probably mounted on a 14" rim where as the bottom one is probably on a 9.75" rim. The wider the rim, the more the sidewall will balloon, also depending on the width of the tire (i.e. if you have a 15" wide tire and an 18" wide tire both mounted on a 14" rim, the 15" wide tire's sidewall will balloon more than the 18" wide tire). If you mounted both of the tires in the pictures above on the same rim, they would look very similar. Look in my gallery. I have the 15/39.5 Swamper TSLs on 14" wide rims and they look the same as your top picture. If you want your tires to look like the bottom truck, stay with a 9.75" width on your rim. Personally, I think the 9.75" rim makes a tire look too narrow when you get up to a 38" or taller tire. I personally would go with a 12" wide rim for a little wider stance. A 14" wide rim will make the tire look like the top one.
Your Trucks ROCK! If i could i would go with a 11" or more lift. But Since i live at home (im only 17) I have to go with what my mom says. She Wont let me park anything over 8"lift in the driveway! We Have a overhang on our driveway, and right now the stock fits by just a few inches, but since im getting a lift, its gonna have to be parked in front of the house. Im Thinking either an 8" and go all out, or a 6" and save some money. But i know that if i dont get the 8" im gonna regret it. I Guess my mom dosnt have good taste in lifted trucks!
