yeah, the horn bar's shot - someone really beat the crud out of it(quite literly) so you don't think the clock spring is shot since aligator clipping a togle switch to the clips the horn clips onto sound the horn wither the switch is activated or not?

No, the horn connections are the ground side of the circut. When you hit the horn pad button it completes the the circut to ground. It's possible the switch you are using is grounding the connections out.
