i dont understand what the numbers mean and "turned off during normal driving conditions" means
can any one help me?

The P1211 code is ICP higher/lower than expected. The injectors are pressurized by high oil pressure. When using a chip, more fuel is being delivered, and that the same time it requires more oil to push that fuel. The stock high pressure oil pump can't keep up with the demand that a chip is asking for, so the P1211 code is typically tripped.
The P1249 code is for turbo overboost. The PCM in stock form trips this code when boost reaches 22 psi (and with some PCM's it's 24 psi). The PCM believes the turbo is being overspooled, so when the MAP sensor sees more than 22 PSI of boost, the PCM trips the overboost code and goes into a defueling mode. This is supposed to be Ford's built in protection from grenading the turbo. Generally, going over 25 psi of boost repeatedly on a stock turbo can shorten its life span.
The P0478 is the exhaust backpressure code, and is tripped when the PCM reaches a threshold where it believes the pre-turbo exhaust pressure is too high. This happens when you are at higher boost levels, so it in a way goes hand in hand with the overboost situation, except on the turbine side instead of the compressor side of the turbo.
